「テロ」への報復を名目とする戦争に反対します

「同時多発テロ事件」によって死傷した多くの人々とその家族に心からの同情と、弔意を表明します。
今回の「テロ」は、航空機の突入を、テレビの生中継で世界中の人が目撃した、という点は、疑いの余地はありません。けれども、事件の捜査や犯人に関する情報・米国をはじめ各国政府要人の動きや軍隊の対応などは、一般人にはとうてい手の届かないところです。今後、どんな情報操作が行われていくのか、湾岸戦争の経験からも、私たちは強い危惧を抱いています。
米国政府が「戦争」宣言をし報復攻撃の準備を進めている現在、日本社会が戦争に突き進む怖れを感じています。小泉首相は12日午後、米国の報復措置を全面的に支持することを表明しました。政府・与党が自衛隊法を臨時国会で「改正」して、自衛隊が米軍基地を直接に防衛できるようにしようという動きが伝えられています。私たちは、「テロ」に対する強い反発感情を利用して自衛隊法の「改正」をドサクサ紛れに強行することに、強く反対します。米軍の展開にともなって、周辺事態法の発動が危惧されますが、市民の日常生活にどんな現実をもたらすのかについて、冷静な判断材料を提供せずに、周辺事態法によって地方自治体などに協力要請が行われることに反対します。
米国が今なすべきことは、被害者と遺族の救援であり、暴力による報復ではありません。無関係な人々を殺傷する空爆は、テロと同じ暴挙であり、問題の解決にはなりません。軍需産業に利益をもたらすだけでさらに多くの人々を不幸にします。テロ事件のつらく困難な解決にむけて、我々はこのことを米国の人々の友人として、勇気を持って伝えるべきです。
いずれの国によるものであろうと、テロを戦争行為と呼んで集団的自衛権を行使することは、人類に戦争による惨禍をもたらすものです。今は、まさに憲法第九条の「国権の発動たる戦争と、武力による威嚇または武力の行使は、国際紛争を解決する手段としては、永久にこれを放棄する」ときです。

We offer our heart-felt condolences to the bereaved families of many people killed and wounded by the terrorist attacks in New York, Washington and Pittsburgh. We also would like to express our deep sympathy to their families.
What is the truth?
Concerning this terrible incident, there is no doubt about the facts that there were terrorist attacks because the whole world witnessed them on TV screens.
However, the ordinary people like us have no way of getting the reliable information about the on-going investigation, terrorist suspects, activities of political leaders including U.S., military action and so on.
We were now very much concerned about being manipulated in view of our experiences with the Gulf War.Japanese government should not rush at war.
Now that U.S. government declared " a war" and has been preparing revenge attacks, we fear Japanese government and its society would also be involved in the war. Prime Minister Koizumi said Japan should give wholehearted support to retaliatory acts by U.S.. In addition, it has been reported that Koizumi's administration and government parties intend to revise the Self-Defense Force Law so that SDF could directly guard U.S. military bases in Japan. We strongly object to such revision of the SDF law, taking advantage of confusion And plausible anti-terrorist sentiment. When U.S. troops in Japan start operations for the so-called war against terrorism,the Japanese government would enforce several provisions in THE GUIDELINES FORU.S.-JAPAN DEFENSE COOPERATION concluded between Japan and the U.S. But we do not want our Government to force local municipal bodies to cooperate according to the guidelines, without giving appropriate information as to how our daily life would be influenced.What shall we do now?
What should the U.S. government do now? The answer is not the immediate retaliation by violence, but the full time rescue efforts of victims and supports to surviving families. If the U.S. military forces have air raids on their minds, they are not much different from terrorists because air raids kill many thousand innocent people. Air raids cannot solve the problem, but gives war industries profits while causing more people unhappiness. Now we must have the courage to make it known to our American friends that we must avoid the horror of war on the innocent people whether it is an act of war in the pretense of retaliation against terrorism or the exercise of collective self-defense rights. Now is the time to remember and respect the Article 9 of The Constitution of Japan which says " the Japanese people forever renounce war as a sovereign right of the nation and threat or use of force as means of settling international disputes".
